Procedure/Rules for Obtaining Machine Readable Passport (MRP)

 The Bangladesh High Commission in London has been issuing Machine Readable Passport (MRP) since the third week of September 2011. Bangladeshi passport holders are encouraged to replace their existing hand-written passports with Machine Readable Passport (MRP) keeping in mind that hand-written passports will be gradually phased out and will not be acceptable to many countries in the world from the second-half of 2015.  

 An MRP contains 48 pages and shall remain valid for 5 (five) years.

How to apply for an MRP:

To obtain an MRP, applicants must possess a Bangladesh National ID card or 17 digits Birth Registration Certificate. Those who are not in possession of 17 digits Birth Registration Certificate may procure it by sending a copy of their valid Bangladesh passport to their respective City Corporation, Municipality, Union Parishad or by applying online at http://bris.lgd.gov.bd/pub. Alternatively, they can apply to the High Commission for Interim Birth Registration Certificate, even at the time of submitting MRP application. Applicants need to bring two photographs and copies of pages 1 through 7 of applicants existing Bangladesh Passport  for Interim Birth Registration Certificate separately.  An additional amount of £3/- will be charged for Interim Birth Registration Certificate.

Steps to be followed for applying for an MRP:

Step-1: The applicant must make a prior appointment with the High Commission’s Consular Section over phone by calling (07432239713) to obtain a date and time from the High Commission. Without prior appointment, no application will be accepted.

Step-2: To Collect and filling in of MRP application form:

To apply for an MRP, applicant must fill out the downloaded MRP application form. Application forms could be downloaded from www.bhclondon.org.uk or www.dip.gov.bd; or it could be obtained from the High Commission's Consular Wing.

Application form should be filled in following the instructions set on page 4 of the application form.

 Along with the application, the applicant must attach-

 -  a photo copy of his/her National ID card or 17 digit Birth Registration Certificate or Interim Birth Registration Certificate

-  copies of pages 1 through 7 of applicants existing Bangladesh Passport along with the original passport itself,

  A passport-size photo should be appended on the application form- one with each application form. If the applicant is a child under the age of 15, parents’ photos are required to be appended on the application form. In certain cases, either of the parent’s photos will be accepted.

   Appended Photo on the application form needs to be attested by either a Councillor, GP, Teacher or Solicitor. Half of the signature and seal should be on the photo and the other half on the application form. Address and seal of the attester must be provided at page-4 of the form

 Step-3: Submission of MRP application form:

 The applicant shall come to the High Commission in person on the date and time confirmed with the High Commission.

-          Submit the application firm and Pay fee at the counter.

Fee: Regular- £65, Express- £130

 Step-4:  Biometric Enrolment Process at the MRP enrolment booth

 Applicant’s Finger Prints, Signature in Electronic Pad and Photograph will be taken at the bio-enrolment booth. 

Then the existing Bangladesh Passport of the applicant will be returned along with a delivery slip.

 After the Bio-enrolment, all data and scanned application form will be sent electronically to the Department of Immigration & Passport in Dhaka where, after due police verification, Machine Readable Passport will be issued and printed. It will then be sent to the High Commission for delivery to the applicant.

 Sep-5: Delivery of passport

 Average Processing time at the Department of Passport in Dhaka for urgent and ordinary passports is 15 days and 30 days respectively. Therefore, it may take 21-28 days for express delivery and 40-45 days for regular delivery of MRP.

Applicants need to contact the High Commission over telephone for confirmation of arrival of passports from Dhaka. Upon confirmation from the High Commission the applicant shall come to the High Commission in person along with his or her old Bangladesh Passport, present the delivery slip and the old passport to the counter and sign the acknowledgement of receipt. New MRP will be handed over along with the old passport (with observation or cancellation seal). Applicant’s presence is required to check all entries made on the passport.

 N.B:

Student Concession: Students are entitled to get MRP at a decrease rate. To avail of this opportunity, students must present a valid student's ID and submit a copy of it along with the application.  In case a student does not have a valid student ID, then a letter from their school/institution can also be accepted where the reference number on the letter can be used in the ID field/button of MRP programme/software. It is mandatory to provide Student ID number for claiming concession; otherwise a student applicant will be paying regular fees.

Certification/Attestation at page-4 of the MRP application form: MRP rules require all applicants to get certification/attestation from Councillor/GP/Teacher or Solicitor about their identity. In case of difficulty in obtaining certification in Bangla, applicants may translate this part of the application form into English in a separate piece of paper and obtain signature from the certifier and then submit it to the High Commission along with the application form.

-Processing time in DIP for urgent and ordinary passports are 15 days and 30 days respectively. Therefore, your passport may take 21-28 days for express delivery and 40-45 days for regular delivery.

2.a. Issue of New Passport against lost Passport :

1 Requirements for Issue of New Passport Against Lost Passport:
     a. Physical presence of the applicant in the High Commission for interview
     b. Filled up passport application form.
     c. Applicants need to fill up additional form that will be sent to Bangladesh for enquiry

     d. Police report on lost passport along with photocopy.
     e. Any documents proving applicant's Bangladeshi Identity ( Birth Certificate, copy of

        previous passport) *
     f. 6 (six) Copies of Passport size Photograph (1 copy attested by councillor, Imam of Mosque ,

       GP, Solicitors)

        validity may be issued to the applicant.

     d. On receipt of police clearance from Bangladesh we may renew another 03 years without fees.

Parent's Bangladesh passport (In case of Mother's passport : if husband's name, is not written in Mother's passport and applicant wants to write child's father's name in the child's new passport then the parent's original marriage certificate along with photocopy must be submitted with the application).

     c. Child's Details Birth Certificate (where parents name and details are included )

Renewal of Passport :

1. Bangladeshi Passport can be renewed after completion of 5 years from the date of issue. However on completion of 10 years passports are needed to be replaced instead of renewal.

Endorsement /Correction in Passport :

2. Requirements of Endorsement/ Correction.
     a. Endorsement of Children:
          (1) Child's detailed Birth Certificate (where parents name included).
          (2) Parent's Bangladesh Passport.
          (3) 4x Passport size photograph of the child (1 copy attested by councillor, Mosque Imam, GP, Solicitor)
          (4) Filled up passport application form
     b. Change of Marital status and Replacement of Father's name by Husband's name:
          (1) Registered Marriage certificate.
          (2) One copy of passport size photograph.
          (3) Filled up passport application form.
     c. Change of Profession:
          (1) A letter from the Employer or the Institution
          (2) One copy of passport size photographs.
          (3) Filled up passport application form.
     d. Name and Other changes:
          (1) Affidavit in support of changes/ correction duly legalized by solicitor (it should be  

               countersigned by FCO) to be enclosed.
          (2) Or, Any valid document which substantiate and support the changes/correction

               acceptable to concerned officer.
          (3) Filled up passport application form.
     e. Correction Due to official Error:
          (1) Intimate immediately any mistake in entry by officials.
          (2) Correction due to official error is done free of charge.

Travel Permit:

1. Travel Permit/Documents are issued to Bangladeshi nationals who for some reason are not in possession of their Bangladeshi Passport and want to return to Bangladesh.

2. Requirements of Travel Permit
     (1) Applicant should present in the High Commission for interview
     (2) Any of the following documents showing applicant's Bangladeshi identity
          a. Copy of Previous Passport (if any). For the lost passport, police report is mandatory. or
          b. Bangladeshi Birth Certificate duly attested by the Ministry of foreign affairs, Dhaka.
     (3) 4x Passport Size photographs (1 copy attested by councillor, Mosque Imam, GP, Solicitor)

Power of Attorney

1. Power of attorney service can be availed by either of the following method.

     a. Signing the power of attorney documents in front of the Consular Officer of Bangladesh High commission.

OR

     b. Signing the power of attorney documents in front of a solicitor/Barrister/Notary Public/Commissioner for Oath.

NB: if the power of attorney is regarding land property in Bangladesh, after endorsement from the High Commission it should be attested by the Bangladesh Foreign Ministry, Dhaka before submission to the concern deputy commissioner office.

2. Requirements for Signing in front of high commission's Consular Officer.

     a. Applicant's presence is necessary

     b. Before coming to the high Commission, the document must remain unsigned.
     c. Valid Passport
     d. 1 copy passport size photograph for executants

     e. Original and / or Photocopy of proof of relationship between the applicant (s)

         and  whom the power of attorney is given ( passport/Birth Certificate/Marriage

        Certificate/etc.)

 
3. Requirements for signing the documents in front of solicitor
    a. One (1) Photograph of each executants must be Endorsed with the document by the solicitor/ Notary Public/ Commissioner for Oath

 

     b. After signing in front of solicitor, the power of document has to taken to Foreign and commonwealth office (FCO) legalization section for authentication of the solicitor


     c. After authentication by FCO the documents are to be brought to the high commission for signature by high commission official

4. No specific form is available for power of attorney.

Sponsorship

2. Requirements:
     a. Applicant's presence is necessary

     b. Filled up application form.
     c. One copy of photograph of the person who is going to be sponsored.

Documents Attestation

1. To obtain the attestation of the documents originated in Bangladesh must be attested by Ministry of Foreign Affairs, Dhaka for details please see Citizen Chatter.

2. To obtain the attestation of the documents originated in UK must be attested by the Legalisation office of the Foreign and commonwealth office, UK.

3. To obtain the attestation of a photo copy of the original document. Applicant should submit the photocopy along with original copy.

4. For signature attestation , the individual must come in person with valid passport and a passport size photograph.

5. Commercial documents duly legalised by concern Ministry/Office are attested by Commercial wing of this High commission ( 4th Floor, Room-25) Telephone-02075840081 Ext.-212/247.

Character Certificate

If any expiated Bangladeshi citizens needs character Certificate from the High Commission for job purpose in UK/Ireland, the person can apply to the high commission in prescribed form for character Certificate. But for some specific job like Taxi driving, childcare service and for immigration purpose you will need to obtain police clearance certificate. But for immigration purpose one should apply for police clearance certificate.


2. Requirements:
     a. Filled up application form.
     b. copy of Bangladeshi Passport.
     c. One passport size photograph.

Police Clearance Certificate

 

1. If any Expatriate Bangladeshi citizen needs police clearance certificate, the person can obtain the police clearance certificate in two ways:

 

A. If any person needs police clearance certificate from Bangladesh very urgently, the person can apply to the concerned police station in Bangladesh at own responsibility or on behalf of expatriate Bangladeshi the person's relative can also submit applications to the concern police station with necessary fee taka 500. It is recommended to submit the application of expatriate applicant, passport and photograph attested by the High Commission before submitting to the police station after obtaining the police clearance Certificate it should be attested by Bangladesh Foreign Ministry in Dhaka and by the High Commission. OR

 

B. The person can submit the application for police clearance to the High Commission with necessary fee (pound £ 3). The High Commission sends application to the police head quarter in Dhaka. Police Head Quarter sends it to the concern police station. Police station after necessary check issues police clearance certificate for the person and forwards it to the concern police super. Police super counter signs the certificate and forward it to the Ministry of Foreign Affairs Dhaka. Ministry of Foreign Affairs legalizes the certificate and forward it to the high Commission to send it to its recipient

 

 

Marital Status Certificate

 

1. If any Expatriate Bangladeshi citizen needs marital status certificate, the person can apply to the concerned deputy commissioner office in Bangladesh through this High Commission. High Commission forwards the application to the deputy commissioner office. After necessary verification deputy commissioner office issues marital status certificate for the person and forwards to the Ministry of Foreign Affaires Dhaka for authentication. Ministry of Foreign Affairs after authentication sends the certificate to the High Commission. High Commission attested the and forwards it to the recipient. 2. If any Expatriate Bangladeshi citizen needs marital status certificate, the person can apply to the deputy commissioner (DC) of concern district in Bangladesh at own responsibility of on behalf expatriate Bangladeshi the persons relatives can also submit application to the concern deputy commissioner with necessary fee TK . It is recommended to submit the application of expatriate applicant, Passport and Photograph attested by the High Commission. After obtaining the certificate, it should be attested by Bangladesh Foreign Ministry and by Bangladesh High Commission on.

1. Bangladeshi nationals holding British Passport and their wife or children can apply for Visa Exemption Status for travel to Bangladesh.

2. The application must be in the prescribed form of Bangladeshi High Commission, London . One passport size photograph have to be submission along with the application form.

3. At least one of the following documents in original along with a photocopy must be submitted with the application form.

A. Valid Bangladeshi Passport. Applicants Name or Name of Father/Mother or spelling of names must be same in both Bangladesh and British Passports. If any difference in names appears then endorsement/amendment/correction in Bangladesh Passport must be done beforehand.

B. Bangladeshi Citizenship Certificate issued from the Ministry of Home Affairs, Dhaka and attested by Ministry of Foreign Affairs, Dhaka.

C. Nationality Certificate issued by appropriate authority in Bangladesh (for instance,

First Class Gazetted officer of the Government of Bangladesh) attested by Ministry of Foreign Affairs, Dhaka.

D. Birth Certificate issued by the competent authority in Bangladesh attested by Ministry of Foreign Affairs, Dhaka.

E. Educational Certificate issued by any Board/University in Bangladesh attested by Ministry of Foreign Affairs, Dhaka.

F. Previous British passport having ''VISA EXEMPTION'' stamp. Names in both the current and previous passports must be same. If any change appears, a necessary deed poll attested by Foreign and Commonwealth Office (FCO) with necessary corrections must be done beforehand.

 

4. Following documents in original along with a photocopy are also to be submitted while

applying for the above status for a child:

 

A. Document (s) that proves father's/mother's nationality as Bangladeshi (such as

Father's/Mother's Bangladeshi passport, Citizenship/Nationality Certificate, etc). Names of Father/Mother must be same in both Birth Certificate of Child and Bangladesh Passport of Father/Mother. If any changes in names appears in Birth Certificate, the Passport of Father/Mother must be endorsed with the same name/spelling of names as it appears in Child's Birth Certificate and his/her own British Passport.

B. Child's Bangladeshi passport or Citizenship/Nationality Certificate, or British birth

certificate where parents names and particulars are included. Names of the Child, and his/her Father and Mother along with other Particulars must be same.

 

5. Following documents in original along with a photocopy are to be submitted while

applying for the same status for one's spouse who is not originally Bangladeshi national :

 

A. Bangladeshi Passport with same name/same spelling of names/Citizenship or Nationality Certificate of the spouse attested by Ministry of Foreign Affairs, Dhaka.

B. Valid marriage documents attested by Foreign and Commonwealth Office (FCO), UK.

6. A foreign male national married to a Bangladeshi female is not eligible ( Visa Exemption) for this status.
